I have the same problems.
I found your mentioned way “Customize => Theme Options => Section Sorter”, but there I cannot move anything.

One more question:
Is it possible to highlight the “scroll”-Button to scroll down from the header picture to the main area?
Currently the scroll button seems to be hidden inside the header picture.
